As a facility for collaborative research within the university, this center was established with the aim of contributing to Asia and to regional society by serving as a base for regional disaster management, including the clarification of the actual conditions of natural disasters through a merging of natural science and disaster management technology, the creation of new academic fields in the prevention and reduction of disaster damage, and the training of people in the region.
The center is composed of four sections.
This section conducts surveys and research related to emergency medicine and health care systems and the structures and information exchange with emergency carrier support systems at the time of a disaster, taking into account coordination with related institutions in the region. It develops practical disaster medical care, including mental health care.
This section studies the mechanisms of occurrence of natural disasters and countermeasure technology. In addition, it investigates actual conditions after disasters have occurred and regional characteristics of weather, the nature of the soil, and construction. Information and knowledge from these surveys and research are being accumulated.
In addition to the viewpoint of national land conservation, this center is developing and expanding technologies for social infrastructure improvement from the viewpoints of disaster management and reduction and of the conservation of environments and scenery through disaster-resistant urban planning, evacuation technologies, and plans for risk assessment for recovery and renewal of businesses and for maintenance of functions.
This section develops educational materials on the scientific and the human and social aspects of disaster management and regional countermeasures, and conducts surveys and research related to the building of basic information networks for lifelines and medical care during disasters. These results are used for educating the community, and their development in Asian regions is given high priority.
Until now, disaster management has been carried as government measures for conserving national land. In the future, there will be a need to clarify the actual conditions of natural disasters through a merging of natural science and disaster management technology, and for research and development of scientific technologies for disaster management and reduction.
